City Of Tracy To Spend $2.75 Million Revitalizing West Valley Mall

Calling it a “calculated risk,” the City of Tracy is looking to spend $2.75 million to help bring a Macy’s department store to town in an effort to revitalize the suffering West Valley Mall.

On Thursday June 10th City Manager Leon Churchill said city employees will present the City Council with a plan on how the money will be spent on fixing up the anchor space of Tracy’s West Valley Mall, left empty by Gottschalks last year. The plan is to have Macy’s move in and open its doors sometime in October – in time for the holiday shopping season.

The voting will be held during a special meeting after the council’s regular meeting on Tuesday June 15th.

The Tracy Press Reports:

Churchill said the $2.75 million would come from the residential specific plan fund, money set aside years ago after a settlement with developers. The money — which amounts to developer impact fees and is not tax revenue — can’t be used for things like the fire or police departments, Churchill said. It can only be spent on one-time projects.

“Every so often, the city has to take some calculated risk if it wants to create a better end result. I think this is one of those opportunities,” he said.

…The declining state of the mall is one of the reasons the city manager gave for the city’s courting of Macy’s. He said having a high-end fashion store in the vacant Gottschalks property could have a lasting benefit for the entire mall, in addition to the city and its residents.

…According to city projections that Churchill called “conservative,” the $2.75 million investment should be repaid through sales tax receipts within 10 years of Macy’s opening its doors. He said that timeline could be accelerated, depending the store’s success — Tracy takes in via taxes about 1 percent of all sales, and the future Macy’s is “conservatively” supposed to generate between $15 million and $22 million annually.

That’s compared to Gottschalk’s best sales year of $11 million, Churchill said, adding that Macy’s worst sales years should be far better than Gottschalk’s best.

Churchill said partnering with General Growth and Macy’s is a chance for the city to make a statement and respond to numerous calls for increased economic development.

“I think the community has been asking for some action on the city’s part,” Churchill said, “and I get the impression that this is the sort of thing that’s been asked of the city.”

There are a number of companies out there that sell bathroom remodeling jobs that do not require that you do any of the work yourself. These deals might be like a good idea, but they can turn out to be pretty expensive when it is time to pay the bill. As an alternative, there are some very sensible and inexpensive ways to fix your bathroom that are fairly affordable. Here are some handy suggestions that you can use to get your bathroom up to par and save some cash while you’re doing it.

1. Add a Shower Door Instead of the old Curtain. Installing a door on the shower is a great way to add functionality without breaking the bank. You can do the job yourself or install or have someone install a door in the shower without replacing the whole shower. This will avoid a lot of expense and problems.

2. Consider Vinyl Tile. Much of the time, bathroom remodels include chipping up ceramic tile and installing new. Most people think that tile is the only choice there is. Although ceramic tile used to be the only way to go, that is no longer so. New vinyl products have come on the market that are so realistic that it is hard to tell the difference. Flex-floor vinyl gives you a surface with a little cushioning to it as well as durability. It costs less than regular tile, and it can be found in a variety of tile, stone and woodgrain patterns. In many installations you can install it over the existing flooring material. Just fill in the grout lines with patching material, and just lay the thick new material over it. This will save money on tearing up the old tile and on the installing the new. Check into the new vinyl materials out there before you spend money on a new tile floor. For small jobs, any flooring specialty shops will offer remnants that can be perfect for bathrooms.

3. Countertop Remnants. In much the same way as flooring has remnants, many types of counters are made in a way such that there are remnants, or leftover pieces. If you want a particular kind of countertop for your vanity, check with a shop that sells granite to see if they have any remnants. Generally you can pick these up for a small fraction of what it would cost for a full piece of granite. You can still have them install it and get it cut to your counter size, and the price you pay for the stone will be much less.

By using some imagination and careful shopping, you can make a meaningful improvement for a small expenditure. Because of how big a factor the bathroom is to everyday functioning of most families, the modest amount of money you spend on this kind of renovation can pay off big in satisfaction.

With so many homes in foreclosure, people with some money available are jumping at the chance to get a great house at an unbelievable bargain. In many cases, this is the perfect way to buy that perfect home. Surprisingly, though, it may not always be the best financial decision. Following is a list of five pitfalls you may run into when considering the decision to buy a home that is being foreclosed.

Different Contract Procedure

If you buy a home that has been foreclosed, you’re dealing with a risk situation. Foreclosed homes are typically sold in “as is” condition. If you’ve ever bought a car with that stipulation, you have experienced how careful you need to be. With a property that has been foreclosed, you don’t get the advantage of the customary safeguards and buyer protective contract provisions that provide you with something to rely on if anything goes wrong.

Tenants Staying in the Property

Although it does not happen very frequently, there is a possibility that the previous owners of the house could return and claim the house. Sometimes, they may even refuse to vacate the home in the first place. The law will be your ally, but it can be a distasteful experience for you.

Condition of the Property

A foreclosed home can be a home in poor condition. If the prior owner had financial difficulties and was unable to make repairs, some serious repair work could end up being your responsibility. Taking your kids camping can create the kind of fond memories that they will cherish for a lifetime. In order to make sure your trip is a success, be prepared on your next camping trip. Being outdoors with their endless energy and imagination is all they need to have a great time, as long as the basics are covered.

You’ve heard it said: Safety first. First aid kids are a must. Kids are great at getting bumps and cuts and scrapes when they are outdoors. Make sure your first aid kid is up to par.

Personal care items are very important. Bring toothbrushes, shampoo, soap, hand sanitizer, toilet paper, tissues, and other related items.

Nothing is worse than sleeping on the hard ground with a poor sleeping bag. Bring good sleeping bags, along with some extra blankets and extra pillows to make sure they are comfortable.

Lanterns and flashlights are a must. Bring plenty of batteries for them, too. Your kids will have more fun if they have their own flashlights and they’ll be a lot safer in the dark.

With younger kids, you need to prepare for boredom control. Small toys and coloring books can work wonders for this. For long car rides, bring some travel board games.

Bring food that kids will eat! Hot dogs, marshmallows, trail mix, etc. Don’t assume that your kids will be happy eating things they aren’t used to just because you are camping. Don’t forget to pack plenty of clean water.

You might like sitting on a tree stump all weekend, but your kids probably won’t. Camping chairs and folding tables can make a huge difference and make your family way more comfortable around the campfire.

Be ready for any kind of unforeseen accidents by packing extra clothing. Kids have a gift for getting dirty, wet, or rips in their clothing.
